AB 2056 (E. Garcia) – Cal Grants: This bill will codify school district's responsibility to submit high school verification to the California Student Aid Commission.
AB 2124 (E. Garcia) – Safe Drinking Water in Schools: This bill will build on the Coachella Valley "Agua for All" Imitative to help ensure safe drinking water in schools.
Transportation
AB 2332 (E. Garcia) – Transportation Equity: In the context of improving the state's transportation infrastructure, makes changes to the existing Active Transportation Program to increase investment in disadvantaged communities. Provides funding for technical assistance, network grants and safe routes to schools.
AB 2394 (E. Garcia/Alejo/Dodd) – Nonmedical Transportation: This bill without changing any existing funding formulas, this bill would maximize the benefits and outcomes of our transportation investments by prioritizing road rehabilitation and maintenance funding to the most disadvantaged neighborhoods of our urban and rural communities– targeting funding where it is needed the most first and addressing the historically neglected mobility and safety needs of our most vulnerable Californians. Status: Pending in the Assembly Committee on Rules.
AB 2415 (E. Garcia) – Natural Gas Vehicle Trucks: This bill, between January 2nd, 2018, and January 1st, 2023 inclusive, annually would require no less than 50% or $100 million, whichever is greater, of the money allocated for technology development of zero- and near-zero-emission heavy-duty truck technology be allocated and spent to support the commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology that meets or exceeds a specified emission standard.
Agriculture
AB 2059 (E. Garcia) – Metal Theft: This bill will amend Business and Professions Code section 21608.5 to allow a Scrap Recycler the additional option to pay cash to scrap metal collectors, in lieu of the current 3 day wait period, if the scrap recycler posts a surety bond to cover both the loss by a victim of stolen metal and the cost to law enforcement for investigation of the alleged metal theft.

AB 2444 (E. Garcia) – California Water, Climate, and Coastal Protection and Outdoor Access for All Act of 2016: Money for Parks - Statewide Bond
Natural Resources
AB 2653 (E. Garcia) – Climate Change Report Card: This bill updates the Climate Change Report Card to require state agencies that expend GGRF funds to report on: (1) the number of jobs created using GGRF moneys, including wage levels and education requirements; (2) actions taken to connect residents of disadvantaged communities and other targeted populations with business, employment, and training opportunities funded in whole or in part with GGRF moneys; (3) The number of business entities assisted with GGRF moneys, including the location, industry sector, and size; (4) the amount of other public or private funds leveraged when businesses were assisted with GGRF moneys.
AB 2781 (E. Garcia) – SEPs Disadvantaged Community Fund: This bill will create a disadvantaged community fund that would be funded by Supplemental Environmental Projects (SEPs). The bill would allow up to 10% of an environmental violation fine amount to be placed in a fund that will fund the list of SEPS projects identified per the SEPS bill AB 1071 (E. Garcia).

AB 2394 (E. AB 2414 (E. Garcia) – Health Care District: This bill will establish/expand a health care district in the eastern Coachella Valley, to provide a funding source for health care services in a health professional shortage area and medically underserved area/population.
Public Safety
AB 2114 (E. Garcia) – Cultural Competency Programs: This bill will support and create culturally competent programs that increase opportunities for family friendly contact during and post imprisonment; Fund and create cultural competent programmatic support services and reentry strategies outside of imprisonment that supports fatherhood involvement, family reunification and family strengthening; Support expanded funding for innovation on culturally relevant parenting, fatherhood support and young male mentorship is to decrease the risk of violence, suicide, and other traumas that children and youth age 0 – 17 may be exposed to by providing education, skills-based training, and early intervention and treatment referrals to parents, families, and children at risk.
Housing and Community Development
AB 2715 (E. Garcia) – GGRF Farmworker Housing: This bill appropriates $25 million dollars on annual basis to the California Department of Community Services Development to develop and administer the Agricultural Working Poor Home Energy Efficient Program. The Department shall expend monies appropriated by the legislature for the purposes of this program.
AB 2783 (E. Garcia/C.Garcia/Gomez/Eggman) – Housing Density: The bill requires the Strategic Growth Council to update the definition of "net density" to match the Infill Infrastructure Grant Program. The bill also authorizes qualifying projects under the Rural Innovation Project Area, within the Affordable Housing and Sustainable Communities, to build at 15 units per acre.
Revenue and Taxation
AB 2647 (E. Garcia) – New Markets Tax Credit: This bill establishes a New Markets Tax Credit to attract new private sector investment in small business located in very low-income areas. Status: Pending in the Assembly Committee on Rules.
Job, Economic Development, and the Economy
AB 2642 (E. Garcia/C. Garcia/Gomez/Eggman) – Breaking Barriers to Employment: This bill establishes a competitive grant program to provide training funds to assist individuals who face multiple barriers to prepare for training, apprenticeship or employment opportunities that will lead to self-sufficiency and economic stability. A portion of this will include training for jobs within the green economy.
AB 2719 (E. Garcia) – Out of School Youth: This bill updates the state Workforce Innovation and Opportunity Act to specifically identify "out-of-school" as a population that faces barriers to employment. In doing so, AB 2719 elevates the needs of California's out-of-school youth to a level consistent with federal law..

AB 1850 (E. Garcia) – Immigration Vocabulary: Remove the word "aliens," in reference to illegal aliens from the code.
